It took her parents some time to submit a missing person’s report once they learned Skylar had not returned home. After all, nothing indicated a kidnapping. In fact, when the little child snuck out at night, it resembled a runaway case more than anything else. Skylar’s Law was enacted with the support of the Neese couple.
